The counselors of Presidency, Interior, Social Dialogue, and Administrative Simplification, Antonio Sanz; and of Employment, Business, and Self-Employment, Rocío Blanco, have presented in Malaga the new websites of the Andalusian Employment Service and Vocational Training for Employment, two resources that strengthen the catalog of digital services aimed at dynamizing the labor market in Andalusia. The event, held at the Andalusian Cybersecurity Center, was attended by the president of the Confederation of Entrepreneurs of Andalusia, Javier González de Lara; the general secretary of UGT-Andalusia, Óskar Martín, and the general secretary of CCOO in Malaga, Fernando Cubillo. The Mayor of Malaga, Francisco de la Torre, also spoke.
Blanco has highlighted that the improvements made in both cases respond to the generalization of the use of new technologies among citizens, «a process in which Public Administrations cannot remain on the sidelines.» In this sense, she recalled that during the past year the Andalusian Government received 13.5 million telematic records, 88% of the total, compared to only 55% in 2019, or that access to the Citizen Folder from mobile devices has doubled to one million in the last 12 months.
For his part, the Minister of Presidency, Antonio Sanz, stated that the new SAE website is «a new boost to our Administration’s digitalization policy and improvement of citizen experience in digital channels». He also explained that «it is a tool that, in line with the Andalusian Government’s website, will improve the accessibility, use, and efficiency of digital public services, guaranteeing a positive experience for users.»
Antonio Sanz also highlighted «the close collaboration work of the Andalusian Digital Agency with the professionals of each of the Junta’s departments.» And he recalled that «Andalusia is a benchmark and a pioneer in the implementation of technologies in public services and in making them available to businesses and citizens as well.»
In that vein, he emphasized that «Andalusia is experiencing a digital revolution and administrative simplification that is transforming our region.» And he stressed the goal of «building a more efficient, proactive, and sustainable Administration.» In other words, «an Administration focused on people to humanize digitization.»
A more agile and intuitive page
This necessary adaptation to an increasingly digital society is what, as detailed by Blanco, recommended making changes to the Andalusian Employment Service website (saempleo.es), which improves on the previous features through more agile, accessible, and intuitive usage systems. It is structured into two areas: one for people seeking employment and another for companies offering it. In both cases, it opens up the possibility of navigating through profiles in two ways: public (aimed at receiving information, navigating through the different processes in a guided manner) or private (logging in and accessing a record of all processes carried out so far).
Another novelty is the management that companies can do with the offers: autonomously (100% online, publishing them and then selecting the most suitable profiles from the received applications) or requesting advice from SAE technicians, who assist the company in the offer definition phases, helping to meet the real needs of each company and making them more attractive. Additionally, the introduced changes allow authorizing multiple company profiles with the same VAT number, thus offering the possibility of operating from different locations. All these advancements are enabling the website to provide an average of 1,300 daily offers.
The new SAE page is part of the actions aimed at moving towards a comprehensive reform of public employment services in Andalusia, an objective set by the Ministry in 2019 to leave behind, among others, indicators such as the Agency’s involvement in a minimum of 3% of the contracts signed in the Community at that time.
The first step was the deployment of the Integral Management Model, which has meant a paradigm shift in mediation and guidance services, as well as a commitment to strengthening telematic tools, with data showing that 95% of all demand renewals processed in 2024 in Andalusia were done through the App, without the need to go to the offices.
This transformation has also come hand in hand with unprecedented tools such as the statistical profiling, which allows for predictions of future labor market behavior and adapting, through tools based on artificial intelligence and big data, the available information on training and employability possibilities of each unemployed person to the offers presented by companies.
Training
The counselor also presented at the same event the new Vocational Training for Employment website, adapted to the needs of both companies and students, and which constitutes a new tool in the redefinition process undertaken in this active employment policy after being paralyzed for a decade by previous Governments.
The new website is more accessible and intuitive than the previous one and becomes a single digital space that encompasses the services previously disaggregated into three different platforms. Like the SAE website, it is structured into a public and a private area, and has a powerful search engine that provides access to the entire training offer available in Andalusia, both funded by the Ministry of Employment and by authorized private entities. All information and other contents are also structured according to the different access profiles: unemployed people, trainers, training centers, or companies.
These two new digital resources will contribute, as Blanco emphasized, to consolidating the historical milestones that are shaping the labor market in Andalusia. Among them, having exceeded 3.5 million affiliates, being closer to falling below the threshold of 600,000 unemployed, or continuing to occupy the top position nationally in terms of the number of self-employed workers.
