The Sevilla City Council, led by the popular José Luis Sanz, will hold its regular March plenary session on Thursday, with an agenda that includes the final approval of the Partial Plan for the development of land in West San Nicolás and the regulatory ordinance for terrace tables, as well as budget modifications for the investment annex of the Municipal Urban Planning and Environment Management (GUMA) budget.
On the agenda, as reported by Europa Press, is the terrace ordinance in the Urbanism Area. According to the local government, this text reflects a balance between the interests of the hospitality sector and residents. In this regard, the mayor has expressed his hope that it will move forward "with the support or abstention of other political forces."
The government team managed to pass this ordinance on March 12 in the Urban Planning Management Council with the favorable vote of the PP, the abstention of Vox, and the votes against from IU-Podemos and PSOE, as a preliminary step for this text to be included on the agenda.
Regarding this issue, Sanz noted that the city has been waiting for this ordinance for 13 years, which will comply with certain laws and regulations. He emphasized that "it would make no sense to bring an ordinance to the plenary that only benefits one party" and highlighted "the economic engine that the hospitality sector represents for the city."
On the other hand, the PSOE criticized that the mayor "has not been able to reach consensus," given the announcement that the ordinance "will come into force in three years." The Con Podemos-IU municipal group announced their "negative" vote, "for not consulting with neighborhood associations before bringing the final draft of the ordinance to the plenary."
Partial Plan in West San Nicolás
Also within the Urbanism Area, the final approval of the Partial Plan for the transformation of the lands in West San Nicolás will be submitted. This sector covers 143 hectares near the airport, between the N-IV and the Valdezorras neighborhood.
For the Urbanism delegate, Juan de la Rosa, the current government team "continues to promote projects that advance and transform Seville, enabling the logistical and business growth of the city and the construction of housing." This plan will be "key" for this area to develop as a future economic activities area, including plans for 450 homes, 193 of which will be affordable.
The agenda also includes a question from the Socialist Group regarding the "non-establishment" of the Special Suggestions and Complaints Commission, also known as the Citizens’ Defense Office.
This body is responsible for receiving complaints, claims, or suggestions regarding delays, neglect, or deficiencies in the operation of municipal services and intervening as a second instance when the interested party, after contacting the services, has not received a response to their demands or is dissatisfied.
It is also responsible for reporting to the plenary by preparing an annual report or memorandum that summarizes the actions taken throughout the year and "suggests procedural, regulatory, or other measures that are considered necessary to prevent the well-founded repetition of complaints or claims about the operation of municipal services."
The plenary will also address a question from the Vox Municipal Group about the Security and Mobility Plan for the 2025 Holy Week, and a question from the Con Podemos-IU coalition regarding policies for including homeless individuals and improving social services.
Motions from Political Groups
The PSOE will present a motion for debate on strengthening the commitment to equality between men and women and promoting the Strategic Equality Plan, for voting. The proposal aims to "pressure" José Luis Sanz’s government to "guarantee" equality policies, "after their pact with Vox reduced their commitment to equality between men and women to mere propaganda."
This Socialist motion arises after Sanz, "bound by those agreements," "prevented the Seville Corporation from issuing an institutional message on March 8th, International Women’s Day."
The Socialist Group will also bring a proposal regarding the "failures" of the local government in terms of facilities and infrastructure in the East-Alcosa-Torreblanca District.
Con Podemos-IU will present a motion related to the application of the new regional regulations on tourist housing (VUT), also for voting. The party urges Sanz to implement Decree-Law 1/2025 of urgent measures in housing promoted by the Regional Government, "which explicitly allows for the temporary suspension of licenses for tourist apartments."
As explained by Podemos leader Susana Hornillo, "contrary to what this government team has been doing," the new regional regulations "identify tourist pressure as a factor that directly affects the reduction of homes for permanent residence and the increase in prices."
"We understand that the Andalusian Popular Party is taking an important step by acknowledging in writing this reality rejected by the PP in Seville, which is causing the expulsion of thousands of residents from Seville neighborhoods due to their inability to cope with the new prices."
