El Ayuntamiento de Sevilla está avanzando en el Plan de Actuación Integrado (PAI) Sevilla Nuevo Este: transformando Este-Alcosa-Torreblanca, con el objetivo de transformar de manera integral el Distrito Este-Alcosa-Torreblanca. Este plan busca mejorar la movilidad sostenible, regenerar espacios públicos, fomentar la eficiencia energética y promover la cohesión social.
“Este es el mayor plan de regeneración urbana y social en la historia de este distrito, con un proyecto que busca atraer 20 millones de euros de Fondos Europeos. Con una población de 106,490 habitantes (el 15,4 % de la población municipal), este distrito es el segundo más extenso de la ciudad, pero su crecimiento ha sido desigual. Nuestro objetivo es transformar el Distrito Este-Alcosa-Torreblanca para que sus habitantes disfruten de un entorno más moderno, sostenible y accesible, reduciendo desigualdades territoriales y conectando los barrios más vulnerables con el resto del distrito y la ciudad”, destacó el alcalde de Sevilla, José Luis Sanz.
El PAI Sevilla Nuevo Este se alinea con la Agenda Urbana de Sevilla y los Objetivos de Desarrollo Sostenible (ODS), integrando estrategias que promueven la accesibilidad universal, la eficiencia energética, el empleo, el emprendimiento y la cohesión social. Este plan se divide en dos grandes proyectos:
Corredor Verde Sevilla Este: conectando barrios, naturaleza y personas
Este proyecto, con un presupuesto de 8,2 millones de euros, se enfoca en conectar barrios y mejorar la infraestructura verde a través de la creación de un gran bulevar en el eje Carlinga-Primo Nebiolo. El bulevar contará con zonas de sombra, áreas de descanso y juegos infantiles accesibles.
Se prevé la creación de más de 8 kilómetros de nuevas rutas ciclistas y peatonales, así como la instalación de sistemas de riego con energía solar y drenaje sostenible para mejorar la biodiversidad en parques como Infanta Elena y Torreblanca. También se contempla la mejora de 31,850 m² de la red ciclista de la Av. de Séneca, calle Miguel Ríos Sarmiento, Av. de las Ciencias y Parque Alcosa, facilitando el tránsito ciclista entre los barrios.
Sevilla Este Avanza: espacios para convivir y crecer
Con una inversión de 11,7 millones de euros, este plan se centra en la regeneración de plazas y espacios públicos como Ontur, Secoya-Eufrates, Fuselaje y la Plaza Olimpia. También incluye la modernización de infraestructuras deportivas con la construcción de un pabellón polideportivo cubierto en Sevilla Este, que beneficiará a más de 50,000 residentes y la renovación de las instalaciones deportivas municipales del distrito.
Además, se establecerá un hub de emprendimiento y empleo en las naves de la antigua Algodonera en Alcosa, con el objetivo de fomentar la formación y el empleo a través de espacios de coworking y formación en nuevas tecnologías, asesoramiento a emprendedores y apoyo de mentoría a startups y empresas locales.
En términos de movilidad, se implementarán soluciones de accesibilidad universal en los entornos escolares, mejorando los itinerarios peatonales, reduciendo las barreras arquitectónicas e instalando pasos de peatones inteligentes con sensores LED.

Continuaremos mejorando nuestros barrios y aprovechando todas las oportunidades de financiación europea para transformar Este-Alcosa-Torreblanca en un referente de regeneración urbana a nivel europeo, garantizando un desarrollo equilibrado y sostenible que brinde oportunidades reales a los residentes del distrito, reduciendo desigualdades y mejorando su calidad de vida”, concluyó Sanz.

The PAI Sevilla Nuevo Este aligns with the Seville Urban Agenda and the Sustainable Development Goals (SDGs), integrating strategies that promote universal accessibility, energy efficiency, employment, entrepreneurship, and social cohesion. The plan is structured around two main projects:
**Green Corridor Sevilla Este: connecting neighborhoods, nature, and people**
This project, with a budget of 8.2 million euros, focuses on connecting neighborhoods and improving green infrastructure by creating a large boulevard along the Carlinga-Primo Nebiolo axis. This boulevard includes shaded areas, rest areas, and accessible children’s play areas.
It envisions the creation of over 8 kilometers of new cycling and walking routes, as well as the installation of solar-powered irrigation systems and sustainable drainage to enhance biodiversity in parks such as Infanta Elena and Torreblanca. It also involves improving 31,850 m² of the cycling network on Av. de Séneca, Calle Miguel Ríos Sarmiento, Av. de las Ciencias, and Parque Alcosa, facilitating cycling transit between neighborhoods.
**Seville Este Avanza: spaces for living and growing**
With an investment of 11.7 million euros, this plan focuses on the regeneration of squares and public spaces such as Ontur, Secoya-Eufrates, Fuselaje, and the Plaza Olimpia. It also includes the modernization of sports facilities with the construction of a covered sports pavilion in Seville Este, benefiting over 50,000 residents, and the renovation of municipal sports facilities in the district.
Furthermore, an entrepreneurship and employment hub will be developed in the warehouses of the former Algodonera in Alcosa, aiming to promote training and employment through coworking spaces and training in new technologies, providing advice to entrepreneurs, and supporting mentorship for startups and local businesses.
Regarding mobility, solutions for universal accessibility will be implemented in school environments, improving pedestrian routes, reducing architectural barriers, and installing smart LED crosswalks.
