
The President of the Junta, Juanma Moreno, has emphasized the support that is being provided in Andalucía to key economic sectors, facilitating and expediting strategic investments and providing all possible facilities to companies, while also highlighting the boost to projects that are important for the present and future of the region.
During his intervention in the session of control in the Andalusian Parliament, Moreno stated that the Andalusian Government has implemented a useful and proactive policy over the past six years to support various productive sectors, promoting industries such as manufacturing, mining, aerospace, and renewable energies.
In this regard, he mentioned that in the field of manufacturing, the Plan Crece has been launched, which includes incentives of €1.8 billion to support the industry until 2027, in addition to the first call for €16 million to encourage industry participation in the development of 100% Andalusian «satellite systems» and the Just Transition Fund, endowed with €157 million to promote reindustrialization in Almería, Cádiz, and Córdoba following the closure of thermal power plants.
Regarding renewable energies, he highlighted the Andalusian Energy Strategy for 2030 aimed at leading decarbonization in Europe and fostering growth and employment.
He also pointed out important projects such as green hydrogen, mobilizing an investment of over €5.3 billion and creating more than 16,700 jobs, as well as biogas projects, mainly in Jaén. «There are around fifty biogas facilities that would entail an investment of €1.4 billion and the creation of 3,500 jobs.»
In terms of the mining sector, he affirmed that policies are aimed at enhancing the region’s leadership as a mining region in Europe, with Andalucía accounting for 90% of Spain’s metallic mining production, being the second largest producer of copper in Europe, and possessing valuable mineral resources.
«Our goal is to increase metal production capacity by 20%. We have authorized the exploitation of major mining projects such as the expansion of the Riotinto mine and the Masa Valverde mine, and the results are evident, as industry turnover increased by an average of 6.9% in Andalusia in 2024, 6.6 points above the national average.»
The Andalusian President noted that since 2019, industrial employment in Andalucía has increased by 35,600 people, with significant growth in Almería, Cádiz, and Málaga in 2024.
He also mentioned the aerospace sector and exports reaching €2.8 billion in 2024, a 34% increase from the previous year.
As a result, Andalucía closed last year registering a new historical record in renewable energies for the second consecutive year, adding 2,670 new megawatts, 23% more than in 2023. Renewable energies now account for 66% of the region’s electric power, having grown by 137% in the last six years, with an associated investment of €8.5 billion and the creation of 25,000 jobs in construction.

«In conclusion, we are giving a boost to investment and strategic projects. To achieve this, we have launched the Accelerator Unit, which currently drives 140 projects.»
Moreno emphasized that the Andalusian Government is working to make Andalusian companies increasingly larger and more international, noting that Andalucía closed 2024 setting a record in exports with a figure of €40 billion.
In this regard, he referred to the US tariffs and stated that Andalucía is acting in advance through the mobilization of €2.875 million, including aid and financing instruments, for export companies affected by these tariffs, with €615 million in incentives from the TRADE Agency and €2.260 million for competitive financing as part of an agreement signed with banking entities.
A transformation based on serious and planned reforms
On a different note, Moreno stated that the transformation taking place in Andalucía is based on serious and planned reforms that have created the necessary conditions for growth, including six tax reductions, bureaucracy elimination, simplification, and digitalization, legal security and investment attraction, support for companies and self-employed individuals, commitment to productive sectors and new strategic drivers, and advancement of social policies.
In connection with this, he highlighted that with these tools and thanks to the effort and talent of the Andalusians, positive changes have been achieved, with Andalucía growing 6 tenths more than the Spanish average from 2019 to 2024. Forecasts indicate continued growth above the national average in 2025, with new companies registered with Social Security in 2024 representing 80% of those created in Spain.
He also emphasized that Andalusia is creating more jobs than ever before, with nearly 3.5 million employed, having reduced year-on-year unemployment for 47 consecutive months and surpassing Madrid and the Valencian Community in the number of companies.
Moreno mentioned that public education has 6,800 more teachers than in 2018, with a 22% increase in their salaries from 2018, a 6.5-point drop in the school dropout rate, a 55% increase in the health budget, nearly 28,000 more healthcare professionals in public health since 2018, and a 45.3% increase in healthcare spending per capita.
In conclusion, he asserted that everything indicates the path of trust, stability, transparency, and closeness embarked on in Andalucía six years ago is the right one, with recent electoral processes and surveys reflecting a lack of alignment with past policies. He added, «It is very difficult to conquer the future with formulas, lies, and leadership from the past.» «Andalucía is now a region prepared to compete and lead, and also a region progressing in the well-being of the Andalusians.»
