
The President of the Junta de Andalucía, Juanma Moreno, has stated that Andalucía is successful because it has bet on political, institutional, and social stability, believes in dialogue as the best tool to resolve conflicts, the Andalusians have regained confidence and collective ambition, and has protected itself from chaos, populism, and mismanagement.
He reiterated that the data and indicators support this, highlighting that the Andalusian economy grew by 9.6% from 2029 to 2024, that the region has been consistently reducing year-on-year unemployment for four years, and in the last twelve months, four out of every ten fewer unemployed people in Spain were from Andalucía.
Additionally, unemployment has decreased in all sectors, with the highest number of Social Security affiliates in history, over 3.5 million. During this legislative term, the number of affiliated individuals has increased by 242,000, Andalucía has been leading in the number of self-employed individuals for four years, and has attracted more investment in the last six years than ever before, totaling 5.000 billion.
Moreno has emphasized the urgent need to improve the funding of Andalucía, calling for a new funding model with an additional 4.000 billion annually for the Andalusian community, as well as a temporary leveling fund to equalize the worst-funded communities with the national average. He also demanded the immediate payment of the 1.540 billion owed to Andalucía for the update of account transfers.
Call for the ‘Activa-T Joven’ Program
During his intervention in the General Policy Debate on Andalucía in the Andalusian Parliament, he announced that the ‘Activa-T Joven’ Program will be called in the third quarter, offering employment to around 8,000 unemployed young people under thirty with a budget of 90 million euros. He also mentioned the ‘Impulsa-T’ Program, a shock plan for the province of Jaén, in response to its high unemployment and to combat depopulation.
The Andalusian President stated that the Singular Training Projects have been activated, tailored training programs to meet the needs of a specific sector, providing opportunities, especially for young people, to have a job in future-oriented activities.
He also mentioned that in the second quarter, courses will be called to train over 20,000 people in the naval sector in Cádiz, the aerospace industry, jobs related to green hydrogen, or the Army’s land logistics base in Córdoba. «This government will do everything possible to address the contradiction of having young people unemployed while there are companies looking for workers.»
Transport Infrastructure, an essential axis in the transformation of Andalucía
The President of the Junta referred to transport infrastructure as a crucial axis in the transformation of Andalucía, noting that key projects have been unblocked, such as the Trambahía in Cádiz, the arrival of the Metro in Málaga, the extension of the Metro in Granada, the construction of the North section of line 3 of the Metro in Seville, the completion of the connection between the Almanzora Highway and the Mediterranean A7 Highway, the North Access Highway to Seville, the logistics area of the Antequera Dry Port, and the trams in Jaén and Alcalá de Guadaíra, which are currently under construction.
He also mentioned other initiatives such as the expansion of the La Cartuja Stadium in Seville and the project to remodel and expand the La Rosaleda Stadium in Málaga.
Moreno lamented that Andalucía is second to last in budget execution by the State, with more than thirty major rail infrastructure projects vital for the region’s development pending, including the Mediterranean and Atlantic railway corridors, the Zaragoza-Algeciras rail highway, the Huelva AVE, or the Costa del Sol Litoral Train.
He also addressed the issue of housing and criticized the interventionist policies of the national government, which, far from solving the problem, have exacerbated it, creating legal uncertainty and reducing the rental supply.
In this regard, he highlighted that the Andalusian government has promoted over 13,000 VPOs between 2019 and 2024, four times more than in the previous six years. The region has the largest public housing stock in Spain, around 41% of the total, with over 1,600 young people receiving guarantees to buy their first home through the Youth Housing Guarantee Program, and 250,000 Andalusians have saved 460 million euros in tax breaks associated with housing in 2024.
The Andalusian President announced the launch of a Shock Plan to build 20,000 public housing units in the next five years, with a new Housing Law expected to be introduced to the Parliament after the summer, aimed at increasing supply and lowering prices to make it easier for young people and Andalusian families to access housing.
Andalucía, a leading industrial ‘hub’
He emphasized that Andalucía is consolidating its position as a leading industrial ‘hub’ that attracts investments and ranks highly in specialized sectors such as agrotechnology, aerospace, chemical industry, and metallic mining.
He explained that the aerospace sector is key, with 147 companies and 14,000 direct jobs. Andalucía leads Spain in mineral production, being one of the largest producers in Europe, with 478 active mines and over 8,500 direct jobs, including twenty-two of the thirty-four raw materials classified as critical by the EU.
Since 2021, the manufacturing industry in Andalucía has grown by 29%, attracting industrial investments worth over 16.300 billion euros, with industrial production returning to growth in Andalucía above the national average. «These are indicators of a profound transformation and the strength of a future project. He also emphasized that the Andalusian community aspires to lead in green energy production, pointing out that over the last six years, energy investments have reached 8.500 billion euros, creating 25,000 jobs. «We have reached 14.5 GW of total renewable capacity, with clean energy representing 66% of the installed electric power in Andalucía.»
He advocated for the need to improve Andalucía’s electric transport network, which is 40% below the national average in density, to ensure the security and quality of supply and meet the demand of new industrial projects, requiring an investment of 544 million euros.
Regarding tourism, he mentioned that Andalucía is committed to quality, safe, and sustainable tourism, with the introduction of the ‘TITAN’ group to reinforce tourist inspections and detect unregistered accommodations and violations of regulations in collaboration with the National Police Force.
In terms of digitalization, he announced that the Junta will have an assistant based on generative Artificial Intelligence, called JuntaGPT, already partially active and progressively expanding. «We are the first Administration in Spain with a tool similar to the well-known ‘ChatGPT’ for public employees to use with all security and privacy guarantees.»
He also mentioned the planned opening of the Andalucía Artificial Intelligence Center in Granada in November, coordinating a 36 million euro investment in Artificial Intelligence projects and the safe and ethical use of this technology.
Moreno affirmed that work is underway for the first Andalucía Vehicle Renewal Plan next year, with a budget of 10 million euros, providing 2.000 euro grants to purchase low-emission vehicles of any technology, complementing the State’s MOVES plan.
On water policy, he stressed that the National Government has 118 works of general interest pending in Andalucía, with the Tajo-Segura transfer cut dealing a severe blow to Almería, which already faces a critical water deficit. The government has mobilized nearly 2.000 billion euros in water policies from 2019 to the end of 2025.
He revealed ongoing negotiations with the State for the Junta to take over the completion of the Alcolea dam in Huelva. «After eight years of inactivity, we will resume a project that will allow us to store 230 cubic hectometers of water, crucial for Huelva’s development, the future of Doñana, and the Green Hydrogen Valley. Once again, we demonstrate our willingness to reach good agreements for Andalucía.»
To conclude, he referred to the agreement reached on Gibraltar, praising the removal of controls at the border for the thousands of Andalusians who cross daily for work, the cooperation commitment in environmental matters, and the creation of a cohesion mechanism and equal conditions in taxation and counteracting money laundering. «It is a good starting point that should culminate in a future treaty between the EU and the UK regarding Gibraltar»:
