
The Minister of the Presidency, Interior, Social Dialogue, and Administrative Simplification, Antonio Sanz, and the Minister of Justice, Local Administration, and Public Function, José Antonio Nieto, have presented the ‘Triplán’, an initiative to modernize and digitalize the regional Administration, born from social dialogue and the pact signed with economic and social agents with the commitment to improve and strengthen the Andalusian public sector.
Antonio Sanz emphasized the importance of the ‘Triplán’, whose text is open to a public information period starting on April 15, to be operational this summer, and highlighted that it will involve the updating of territorial delegations and the Junta’s Government, «the main gateway for Andalusians to the regional Administration, something necessary and essential.» For the Minister of the Presidency, «the territorial deconcentration process in the Delegations, developed more than 40 years ago, lacked strategic planning,» so it is necessary to «transform the Administration to be more agile and adapt to current times.»
The goal of the Andalusian government is to achieve 100% digital public services by 2030, and the ‘Triplán’ is a fundamental step in this direction. In this sense, Sanz highlighted that «in Andalusia, we go beyond traditional digital transformation, which was limited to digitizing existing administrative rules and procedures, because we are redefining the administration by making our community the first where digital administration is created natively, that is, from its very conception in the digital realm and adapting to a generation of young people now who are digital natives.»
For his part, José Antonio Nieto added that these three strategies «plan and organize the radical transformation of the Public Administration in which the Government of Juanma Moreno is immersed, in addition to being aligned with the changes we are making in terms of selection and organization of the Junta’s staff.»
Nieto emphasized that this strategy faces the challenge of achieving «an Administration that is an ally, rather than an obstacle; an Administration without barriers, where no citizen is left behind.» «We want the Junta de Andalucía to be a benchmark in the modernization of the Administration, marked by efficiency, effectiveness, and by a new work ecosystem, where the citizen is the center,» he pointed out. «The change is radical: the Administration does not wait for you to come, it goes to you. It informs, manages, accompanies. That’s how we break down barriers.»
The ‘Triplán’ is composed of the Strategic Plan on the Provincial Territorial Organization Model, the Digital Administration Strategy focused on people, and the Strategy for an Innovative Public Administration, aiming to create a strong and adaptable provincial structure that responds to the real needs of citizens and companies.
Strategic Plan on the Provincial Territorial Organization Model
The Strategic Plan on the Provincial Territorial Organization Model aims to create a strong and adaptable provincial structure that responds to the real needs of citizens and companies, by modernizing the Administration and transforming its organization, management, and public services through four strategic axes.
The first one is the improvement of the experience, by adapting public services and technology to users’ needs and facilitating access to the administration. It also includes promoting a proactive attitude and developing infographics that guide users on where to go and what documentation they need.
The second axis focuses on encouraging territorial collaboration, for which cooperation between different public administrations, both internally and with other entities, will be strengthened. The third axis is the optimization of processes and procedures, through the evaluation of common services to better utilize personnel, without reducing it, and achieve more flexible public services.
Finally, the fourth axis focuses on defining how to implement change, focusing on the specialized training of personnel, with the purpose that employees acquire new skills and knowledge to adapt to changes and new technologies, ensuring that services are provided with the highest possible quality.
Digital Administration Strategy focused on people
The People-Centered Digital Strategy aims to transform the Andalusian Public Administration through digitalization, placing the citizen and the company at the center of all services.
This strategy is based on essential principles such as digital inclusion, which combats the digital divide through training and allows everyone to benefit from the advantages of the digital environment thanks to the ‘Andalucía Vuela’ program, which provides the tools and knowledge necessary for the entire population to participate in this transformation.
Another principle is administrative efficiency, which involves digitizing internal processes to make them more agile, efficient, and transparent, ensuring that the administration operates in a modern and effective manner.
Furthermore, the strategy promotes the digital economy, by supporting the digitalization of small and medium-sized enterprises, promoting innovation, and working to make Andalusia a hub for attracting talent and investment in the technology sector.
Lastly, a robust technological base is guaranteed, ensuring the cybersecurity of systems and launching the widest wifi network in Europe, essential for building a secure and reliable infrastructure that supports digitalization.
Strategy for an Innovative Public Administration
Led by the General Secretariat for Public Administration, this strategy is articulated in four lines of action to implement change and include innovative solutions: citizenship, ecosystem, organization, and public employees. Each of them brings together different programs that will be implemented throughout this year, such as ‘La Junta a tu lado’, ‘La Junta para ti’, ‘Personalized Services’, or ‘Your electronic headquarters’, all to facilitate access to citizens, mainly in a digitalized way, but also in person if necessary.
In fact, Nieto announced that a pilot project, ‘We come to you’, aimed at people with Amyotrophic Lateral Sclerosis (ALS), is underway, based on a new model that will allow the Administration to anticipate the needs of the citizen, offering proactive and comprehensive care that, in this case, includes automatic appointments in specialized units of the SAS, urgent recognition of disability level, parking card, quick resolution of the degree of dependency, and a personalized plan with supports such as physiotherapy or psychological care.
The strategy has benefited from the collaboration of the Organization for Economic Cooperation and Development (OECD) and the governments of Chile and Canada through the ‘Gov2Gov’ challenge, incorporating the best international practices into the design of the Andalusian model, promoting proactivity and anticipation.
