
The Council of Government has taken note of the call for grants from the Ministry of Development, Articulation of the Territory and Housing to public and private developers for the construction of affordable rental housing (FPA 2025). The Andalusian Government has allocated €38.3 million to this call, for which applications had already been received from five provinces (Córdoba, Granada, Huelva, Málaga, and Seville) for 1,237 homes spread across 17 developments.
The Ministry of Development, Articulation of the Territory had previously opened a deadline at the end of last year to join the program and apply for the grants, which cover a significant part of the construction costs. In this process, requests were received for the construction of homes in Aguilar de la Frontera (Córdoba), Cúllar (Granada), Almuñécar (Granada), Huelva, Punta Umbría (Huelva), Málaga, Seville, Martín de la Jara (Seville), and Dos Hermanas (Seville). Subsequently, bilateral agreements were signed between the Andalusian Government, the Ministry of Housing and Urban Agenda, and public and private developers for the construction of the 1,237 homes through this Rental Housing Park Promotion Program. The final step will be the publication of the call in the Official Gazette of the Andalusian Government (BOJA).
The grant call is carried out through non-competitive concurrence, in order to have a more agile mechanism for granting requests. The Rental Housing Park Promotion Program was launched for the first time in 2019 and since then, calls have been made every year. These grants help reactivate protected rental housing, while also stimulating the Andalusian economy. In fact, the construction of these developments will have a multiplier effect, with a total estimated investment of over €156 million.
The program currently has two lines of grants. The first is aimed at promoting protected rental housing for the elderly and people with disabilities. The second line focuses on promoting protected rental housing and other residential solutions such as temporary accommodations, cohousing models, or intergenerational housing.
In the case of the first line, the housing developments must have facilities, services, and interaction areas. They must be sufficient to provide at least services such as social services, basic medical care available 24 hours a day, cleaning and maintenance services, security devices and systems, catering, social, sports, leisure, and cultural activities, as well as preventive and rehabilitation therapies. The second line, on the other hand, includes communal spaces for the coexistence of the target population.
This program is funded by the «Vive En Andalucía» Plan in Andalusia and the State Housing Plan 2022-2025. The homes resulting from these actions will be classified as protected homes under the «Vive En Andalucía» Plan, and the assignment requires maintaining the rental or use agreement for at least 20 years from its final qualification.
The resulting homes can be either new construction or from the rehabilitation of buildings, with a maximum of 90 square meters of useful space, except for homes adapted for people with reduced mobility. They must also be viable in terms of urban planning and economically, and have a minimum A energy rating in terms of CO2 emissions and non-renewable primary energy consumption.
