
The Ministry of Employment, Business, and Self-Employment has published in the Official Gazette of the Andalusian Government (BOJA) the 2025 call for grants aimed at promoting the labor inclusion of people in situations or at risk of social exclusion, both in insertion companies and in the regular labor market, with a budget of 4.8 million euros. Interested entities will have a period of 15 calendar days, starting from June 7th, until the 23rd of the same month, to apply for these incentives in a non-competitive concurrence regime, with which it is expected to support around 300 job positions.
The new grants call introduces improvements such as doubling the budget, which increases from the 2.4 million euros of the previous edition to the 4.8 million planned for 2025; two new lines of grants aimed at strengthening the internal structure of insertion companies and encouraging their connection with the regular labor market, and a mostly automated management, as well as access to records from other public administrations. Additionally, a change in the payment model is established, which will be through a firm payment of 100%, once the requirements are verified, as opposed to the partial advance payment system of previous calls.
Access to the 4 lines of grants is open to insertion companies registered in the Andalusian Insertion Companies Registry (lines 1, 2, 3, and 4.1), as well as private companies from the regular market, including self-employed workers and mutualists from professional colleges (line 4.2). Four lines and improved amounts
The published grants are structured into four main lines, with different subprograms.
Line 1 is intended to finance the fixed investment linked to the creation of new job positions for people at risk or in situations of social exclusion in insertion companies. For this purpose, 13,300 euros will be granted for each full-time job created and 15,000 euros if the hired person is a woman. For part-time contracts (minimum of 50%), the amounts are reduced to 6,650 and 7,500 euros, respectively. The grant can cover up to 90% of the investment made, with a limit of 53,200 euros per insertion company (60,000 euros if the hiring is with a woman). This line requires that the subsidized job be maintained for at least 360 uninterrupted days.
Line 2 aims to subsidize both the creation and maintenance of job positions occupied by people at risk or in situations of social exclusion in insertion companies. 12,120 euros will be granted per full-time contract and 13,120 euros if the hired person is a woman, for a minimum period of 360 uninterrupted days. Part-time contracts are subsidized with 6,060 or 6,560 euros, respectively. The maximum subsidizable period per contract is 1,080 days.
On the other hand, Line 3, which includes novelties, offers support for technical assistance in insertion companies, covering the hiring and/or maintenance of management and technical staff. Direction contracts will be subsidized with 15,000 euros for full-time positions for 540 days or 16,000 euros if it is a woman. In part-time positions, the grants will be 7,500 or 8,000 euros. Technical staff contracts can receive up to 38,000 euros annually or 40,000 if the hired person is a woman, for 360 full-time days.
Finally, Line 4, which also includes novelties, aims to promote labor insertion in the regular market for those people who have completed their process in an insertion company. In this sense, it is divided into two sublines. On the one hand, Line 4.1 grants aid of 2,000 euros to insertion companies for each person hired in the regular market or incorporation as a partner in a cooperative of associated work or labor society in the three months following the completion of the itinerary, an amount that increases to 2,500 euros if it is a woman. On the other hand, Line 4.2, aimed at private companies, self-employed workers, and mutualists, who hire the same person who completes the insertion itinerary in the insertion company within the mentioned period. In this case, the subsidy is 7,000 euros per contract, which can be increased to 9,500 euros depending on the type of person hired (woman, over 45 years old, etc.) and the employer. That is, this line funds both insertion companies and private companies for hiring in the regular labor market of the same person who completes their insertion itinerary.
With these grants, the Andalusian Government reaffirms its commitment to inclusive and sustainable employment, providing effective tools for insertion companies and regular market companies to actively contribute to improving the employability and autonomy of the most vulnerable people.
Groups at risk or in situations of social exclusion
Among the groups considered to be in situations of exclusion are recipients of minimum insertion incomes and members of the household beneficiaries of them; young people over 18 and under 30, coming from Child Protection Institutions; people with drug addiction or other addictive disorders who are in the process of rehabilitation or social reintegration, and inmates in prisons whose situation allows them to access an open job.
Also included are people from authorized prevention and social insertion services; women victims of gender violence; emigrants returning to Andalusia with serious personal or family needs; unemployed people over 50 who have remained registered as job seekers for at least twelve months, and people with physical, intellectual, or sensory disabilities, at a level equal to or greater than 33%, among others.
This situation must be documented by a technical report issued by the competent Public Administration.
