
The Regional Minister of the Presidency, Interior, Social Dialogue, and Administrative Simplification, Antonio Sanz, has announced the tender of a framework agreement for 35 million euros (excluding VAT) for the contracting of services for software quality assurance and control in various areas of the Andalusian Government in the next two years (extendable for another two). The services to be provided by the winning companies under this framework agreement are those corresponding to the standard service catalog outlined in the Software Quality Model approved by the Digital Agency of Andalusia (ADA) on October 21st.
Antonio Sanz emphasized that this framework agreement will «rationalize the contracting of the ADA in relation to software quality assurance and control services,» while also «improving the quality of the digital services we offer to citizens and businesses.» This initiative joins the recent framework agreement for 930 million euros for the contracting of development and evolution services for information systems in various areas of the Andalusian Government, an agreement that positions the Junta as the Spanish government allocating the most funds to software development.
Since its establishment in 2021, the Digital Agency of Andalusia has been working to integrate and streamline the ICT services of the Junta, aiming for greater efficiency, sustainability, and quality in the provision of digital services. This framework agreement addresses the need to unify and consolidate the provision of software quality services, based on a single overall software quality plan, uniform policies, and a single catalog of standard services to be offered by all Software Quality Offices.

«The Andalusian Government is aware of the benefits of implementing a technical rationalization system for contracting, such as uniformity, simplification of procedures, or better utilization of budgetary resources; hence, this framework agreement serves as a tool to achieve the standardization of software quality service provisions and their costs,» pointed out the minister.
The main objectives of the framework agreement are to address the needs of the Junta, achieve greater competition in contracting, and maintain competitiveness among suppliers during its validity period.
For the development of this framework agreement, the Software Quality Model approved by the Digital Agency of Andalusia on October 21st has been used as a basis, which is undergoing continuous improvement following its implementation in various Quality Offices. Its goals are to define standard corporate services, processes, requirements, and tools for software quality management, promote the spread of software quality reviews to all Agency systems, facilitate the integration of quality assurance throughout the development cycle, maximize automation, and establish the foundations for unified comprehensive measurement and evaluation of software quality in ADA systems.
