
The Ministry of University, Research, and Innovation has announced that the Andalusian Government is finalizing the regulations that will govern the 2025 call for regional supplements for university professors and researchers (PDI). This information was conveyed to the General Negotiation Board of Public Universities, which was also informed about the extraordinary funding agreement for 2025.
The General Board meeting was attended by the rectors of public academic institutions and representatives of CCOO, UGT, and CSIF. This body serves as the framework for relations between the regional administration, universities, and the most representative trade unions of Teaching and Research Staff (PDI) and Administrative and Services Staff (PAS).
The regional supplements are an additional economic remuneration to the salaries of this university staff, linked to their activities in teaching, R&D, knowledge transfer, innovation, and management. The Ministry of University, along with university and union representatives, began working on this new call earlier this year to incorporate input from all parties to enhance it.
Furthermore, the Secretary General of Universities, Ramón Herrera, provided details on the extraordinary funding agreement for 2025, signed in March between the Government and the rectors of Andalusian public universities, setting a budget of around 21 million. This amount corresponds to the cost of implementing the agreements on personnel reached at the General Negotiation Board of Andalusian Public Universities in June 2024, supporting the payment of regional supplements for Teaching and Research Staff and commitments with Technical Management and Administrative Services Staff (PTGAS).
The Ministry of University emphasized that this new agreement «provides certainty to the university system and exemplifies the commitment of the Government of Juanma Moreno to the quality and continuous improvement of higher education in Andalusia.»

As per the agreement, universities will receive an amount equivalent to the cost of implementing the PDI regional supplements granted in the 2024 call, adjusted to actual levels.
The agreement also includes the transfer corresponding to the first installment of the PTGAS career progression payment, once it has been evaluated and quantified. In the following years (2026 and 2027), the necessary funding to cover the amounts accrued from implementing the agreements in 2024 will be added to this amount.
Regarding other pending issues raised by the rectors affecting the university system, the agreement stipulates that they must be addressed in a technical working committee created for this purpose. This body must be formed and reach an agreement during the first half of the year, aiming to resolve these issues for the remaining period of the university funding model, in effect until 2027.
In any case, the Ministry of University explained that the final calculation of the extraordinary funding for 2025 will be audited and verified by the Ministries of Economy, Finance, and European Funds, and University, Research, and Innovation, following the agreed method to determine the natural growth of the public university staff.
